Marine Spill Response Corporation is a not-for-profit, U.S. Coast Guard Classified Oil Spill Removal Organization. MSRC was formed in 1990 to offer oil spill response services and mitigate damage to the environment. MSRC offers a full range of oil spill response capabilities intended to help meet the planning criteria of the Oil Pollution Act of 1990.

MSRC is offering an excellent opportunity for a Region Controller to support the Pacfic Northwest Region. Reporting to the Region Vice President with indirect reporting to the Chief Financial Officer, this position prepares/reviews and monitors regional operating and capital budgets, generates financial analyses, prepares various financial reports, develops forecasts of expenditures, and recommends cost savings. This position creates and administers training to Supervisors to increase their knowledge and understanding of budget concepts, principles, practices and procedures. Additionally, the position has financial responsibilities in a variety of other areas including leases, taxes, fixed assets, billable events, and internal audit.


  • Minimum five years of experience performing accounting and financial analysis.
  • Bachelor’s Degree in Accounting, Finance, Business Administration or an equivalent preferred.
  • Experience preparing budgets and financial forecasts.Strong organizational and time management skills.Proficient in accounting systems; Great Plains, Quickbooks and Ariett preferred.
  • Advance Excel skills and proficient in Microsoft Office Suite.
  • Ability to perform periodic physical inventory of fixed assets.
  • Strong communication and interpersonal skills to effectively interact with external and internal customers.
  • Must be available to report to work within 2-hours in the event of an oil spill or drill.
  • Must be able to travel to oil spill sites and other locations that MSRC requires to fulfill the job responsibilities.

  • Prepare the Region’s annual budget, forecasts and financial reporting to Corporate Finance.
  • Primary financial liaison with the customer during Region billable activities and responsible for timely and accurate billing of MSRC resources, subcontractor costs, and other third party costs.
  • Responsible for timely processing of the Region’s financial transactions.
  • Responsible for reviewing the Region’s expense reports and invoices for accuracy and adherence to company policies and procedures.
  • Able to perform financial analysis identifying issues and trends.
  • Oversee Region local checking account.
  • Assist the Corporate Finance with the design, development, documentation and execution of policies and procedures for the accounting department.
  • Interact and respond to requests for information from internal and external auditors.
  • Participate in Region management meetings and train Supervisors on budget concepts and financial policies and procedures.
  • Perform physical inventory and fixed asset counts and reconcile results to accounting records.

Physical Requirements:

Requires the ability to wear the personal protective equipment prescribed by posted signs and written instructions.
